The province is studying a proposal to build a tunnel beneath Highway 401 through the Greater Toronto Area to add capacity and reduce congestion on one of North America's busiest highways. Supporters say new capacity is needed for a growing region. Opponents cite the likely multi-billion-dollar cost, engineering uncertainty, and evidence that added road capacity can generate more traffic. A feasibility study is underway.
