Should every Canadian be guaranteed access to a family doctor?

Millions of Canadians have no family physician and rely on walk-ins and emergency rooms. A guarantee would force provinces to train, recruit and retain primary-care providers at scale; skeptics ask what the guarantee means if the doctors don't exist.
